San Francisco, a city that prides itself on its neighborhoods, has never seen anything like the one taking shape south of Market Street right now. Blocks once covered by freeway ramps are sprouting glitzy residential towers. A park is planned below a bridge reserved for commuter buses. On broad sidewalks, shrubbery and miniature dog runs separate pedestrians from cars.
